MeF Alerts:
IRS encourages your use of Legacy e-file system until further notice
We asked for your help to fully test and run high volumes of tax returns through Modernized e-File (MeF) in 2012. Thank you for your cooperation. We have successfully taken in more volume through MeF this year than all year in 2011. MeF is working properly, but we have discovered some issues with linkages to downstream processing systems that have primarily affected returns filed between February 6 and 10, 2012. Those issues, we believe, have been resolved.
However, as a temporary measure to ensure future processing runs smoothly, and to provide adequate time to complete processing of the affected returns, we have temporarily lifted all restrictions on the Legacy system. We encourage you to use Legacy until further notice.
Be assured all systems used for processing returns are operational and are accepting returns. CADE2 and MeF are operating correctly.
Again, we encourage you to use the Legacy e-file system until further notice.
We will continue to provide updates through Quick Alerts and other partner channels.
We appreciate your patience and understanding.
Recovery of Hung State Submissions has been Completed (Posted 9:30 am, Eastern on 2/8/2012)
MeF has completed the recovery of the hung State Submissions and they are now ready for the States to retrieve. Thank you for your patience while the IRS worked to recover these submissions.
ATS/Production Calls (Updated 5:30 pm, Eastern on 01/27/2012)
The IRS will continue to host ATS/Production conference calls for interested software developers, transmitters and states to discuss any issues or concerns. Calls will be held on Mondays, Wednesdays and Fridays during the week starting on Monday, January 30, 2012.
Call-In Information:
Number: 1-866-606-4717 access code 6345767
Time: 4:00 pm to 5:00 pm, Eastern
Please refer to The Modernized e-File (MeF) Assurance Testing System (ATS) Update page on IRS.gov for additional information on ATS testing and the ATS and Production Issues Log.
Information on 1040 Modernized e-File (MeF) for Software Developers also has information regarding ATS testing.
New MeF Mailbox for Modernized e-File (updated 9:30 am, Eastern on 7/21/2011)
We are pleased to announce that Modernized e-File (MeF) now has a new mailbox for sending inquiries regarding MeF Production and Assurance Testing System (ATS) issues, the new address is MeFMailbox@irs.gov. Please use this mailbox to address issues with IRS regarding MeF system problems and questions regarding the development of the forms related to the 1040 MeF program.
Please continue to use the established procedures of contacting the e-help Desk for other issues and forms not related to the 1040 MeF program.
When you send an e-mail to this mailbox, please include the following: your name, phone number where we can reach you, your company name, and a description of the problem. You will also need to indicate if this is a MeF Production issue or ATS issue, and whether the inquiry is about Individual or Business returns. For business returns, please limit your inquiries to production related issues only.
In order to assist us in resolving your issue more efficiently, please include the nature of your issue in the subject line. Examples: Production, Development, Assurance Testing (ATS), Getting started with MeF, or A2A Toolkit.
URL Information (posted 1:30 pm, Eastern on 5/24/2011)
Please use the ‘la’ URLs to access ATS and Production returns. 'la.alt' remains operational; however the IRS uses that URL to debug problems. 'la.alt' must be isolated to effectively use it for that purpose.
Update on A2A Toolkit (updated 5:00 pm, Eastern on 6/22/2011)
The A2A MeF Software Development Kit (SDK) Toolkit provides software tools and documentation making it easier to build the A2A Client Application for transmitters and states. The toolkit will make it much easier to set up the service requests you need to develop to access the MeF system.
The A2A Toolkit is now available to those transmitters and states interested in using the Modernized e-File (MeF) system to send or receive returns. If you are interested in receiving the toolkit, please send an e-mail to the MeF Mailbox to request a copy. Please put A2A Toolkit in the subject line and include your name, your company name, address and phone number along with your request for the toolkit.
Federal/State Tax Returns:
In order for standalone/unlinked returns to be accepted, the state must be participating in the State Standalone program and the Transmitter/Software Developer must NOT include an IRS Submission ID in the State Manifest. State Standalone returns may be either submitted in the same transmission (Send Submissions) as the federal return or in a different transmission
State Testing
States wishing to transmit their own test returns need to send an email to IRS requesting this access. We will work with you to set up a software developer account in e-Services. When that is done you will then have to create system ids for these new software developer accounts in Automated Enrollment. You will not be able to use your state accounts or system ids to transmit. However, you can use your same Strong Authentication certificates for both accounts.
